MIRAMAR MAJOR INCIDENT PLAN OF ACTION |
The Miramar EMS Plan of Action in the Event of a Major Incident is to:
|
The Mission of ARES EMS CALL OUTS is to provide backup and emergency communications for the 2006 Miramar Air Show in the event of a major incident in which normal communications are compromised
Every year at the Air Show, there are baby deliveries, heat stroke-exhaustion, heart attacks and strokes occurring all the time. These will not normally compromise communications channels and likely will not need your help. You are there to handle communications for “The Big One”!

You may be at home, work, or at play but be able to monitor the 146.265 Hospital Net Frequency or the backup frequency of 146.640.
Since we could not conveniently have signed up operators living next to hospitals, we have assigned one to you for various duty watches. We will be using TACTICAL CALL SIGNS, which means that we will call you by the “HOSPITAL NAME”…. NOT YOUR CALL SIGN.
Net Control will be using – “ARES NET CONTROL” as its Tactical Call Sign.
Remember to close your FINAL transmission with your FCC Call Sign.
Click Here for Details on how to use Tactical Call Signs
Net Control will ask for a roll call every 30 –60 minutes depending on traffic to make sure that you are still available. You would answer your designated hospital and your availability. Net Control already knows who you are from their Duty Roster so you do not need to repeat your call sign except as your final transmission indicating that your have finished all your communications.
IN THE EVENT OF A LARGE CATASTROPHIC DISASTER where phones at the airfield may go out; Net Control will pass traffic to you for communications onto your designated hospital. (See enclosed Casualty Form)
You would call the hospital directly via landline telephone and pass the info about incoming ambulances dispatched. Generally the phones outside of the disaster zone will likely still work. RACES and County EMS are also connected to the Hospitals on the 800Mhz system as a backup. Other communications might still be working, but don’t count on them. That’s why you are needed.
MAKE SURE YOU KNOW THE DIRECT TELEPHONE NUMBER TO THE EMERGENCY RECEIVING OF YOUR HOSPITAL
We do not expect to have to staff the hospitals during the show. However, if the Incident is so catastrophic that it requires ARES Staffing at the Hospitals, Net Control will request the availability of Operators nearest to the Hospitals requiring communications and dispatch operators accordingly.

Net Control will be calling you during roll calls when they are idle and would like you to enjoy your participation in this event. If you have other equipment, you may like to monitor the RACES Net, the Packet Net or our Tactical Net so that you can hear all the live action traffic at the show. This is one of YOUR ARES activities and we look forward to your observations, criticisms, and complements.
