The Miramar EMS Plan of Action in the Event of a Major Incident is to:

2. Entry/Parking/Shift Briefings
A DETAILED MAP is at Parking and Base Access
We are parking in the PROVOST MARSHAL (PMO) PARKING
Enter off I-15 -Miramar Way –MCAS East Gate – Stay in Left Lane
Park in Provost Marshall Office Parking Lot

If you are working a PM or Twilight Shift …try to be there at least 1HR Early as there will be huge traffic jams and it will take a long time to get into the show.
There will be an Operational Briefing at the beginning of each shift which will cover:

Accountability Logs

6. AIR SHOW PATROLS –
Our Mission is to search for Lost Children, report Medical Emergencies and any other public safety incidents.
The PMO will supply us with Grid Maps of the areas we are to patrol so that there will be a common method of identifying locations
In the event of a major Incident at Air Show we are to maintain radio DISCIPLINE and not fill the air with descriptive or idle chatter.
Remember anyone and especially the Press can listen to Ham Radio so be careful what you say on the air.
Patrols will search for Lost Children
Patrols finding Lost Children will communicate with Net Control
Patrols will also search for Missing Persons such as Alzheimer's patients who are lost by their care givers.
Patrols will provide communications in the event of Medical and Other Emergencies.
Patrols are no expected to render medical assistance but upon arriving on the scene should communicate to Net Control.

7. RACES Missing Person Forms
We will be using the RACES Missing Persons Form
We will give a brief instruction on the Missing Persons Procedures at the Shift Operational Briefing
8. Message Numbers, Communications Logs and ARES Casualty Forms
ARES Net Control will be using issuing Message Number to track all message traffic through Communications and Incident Log
Message Numbers are important in that they prevent confusion and duplication of messages and enable Net Control to better track the messages and make sure that the response to each message has been cleared through the log.
In order so that we do not lose track of you, you will also be assigned a Message Number when you are given your Tactical Call Sign which will be recorded in the Staff Accountability Form
In the event of a Medical Emergency, we will be using Casualty Report Formto track victims
9. Food, Drinks –
USMC is supplying Water and Ice
Only
We have a budget for food and may have a BBQ
There is food for sale at stands
Bring your own Food, snacks and other sustenance.
10. Equipment
MAKE SURE YOU HAVE A PICTURE ID – Drivers License or ARES Picture ID
Patrols will be using UHF (440MHz) Handy Talkies
Make sure your HT is programmed to the Comm. Plan Frequencies
Unless you are totally familiar with your HT, BRING YOUR MANUAL
HT's without Headsets are Virtually Useless during Emergencies
Even during the show, due to the excessive aircraft noise, Make sure you have a Headset or Headphones, Speaker-Mikes, Earphones and Ear Plugs and use them.
It is a long show. Batteries in HT’s will not last 8 –12 hours if you transmit on high power so if you can work with Low Power - use it
Bring Spare HT Batteries, Dry Cell Packs for your HT, Chargers for your HT
Wear VERY Comfortable Shoes,
Patrols should use plenty of Sunscreen and Large Sunshade Hats
Bring Flashlights and/or Head Mounted lights for Twilight Show
Bring Collapsible Chairs, if you have them.
Do not become a Medical Emergency
11. Assignments
An important aspect of this operation is that it provides you with a great training opportunity under live public safety conditions. Accordingly we will try to rotate net control and scribe operators every hour. This is a great opportunity for you to get practice at all positions.

We are fortunate this year that Bio-Matrix has donated us the cost of a Golf Cart to transport our patrols to the various locations and to serve as a logistics vehicle.
